DOVER, Del. (AP) — Two bills aimed at greater transparency and public accountability in cases alleging misconduct by police officers cleared a Democrat-led House committee on Wednesday despite concerns by reform advocates that they do not go far enough. One measure targets the current confidentiality provisions in Delaware’s Law Enforcement Officers’ Bill of Rights, or LEOBOR, which critics claim have been used to shield information from the public regarding officers who have been disciplined for misconduct. The other bill establishes a new Police Officer Standards and Training Commission, which would replace Delaware’s Council on Police Training. The legislation also shifts responsibility for administrative support and oversight of mandatory training and education programs for police officers from the Delaware State Police to the Department of Safety and Homeland Security. It also requires that every police department, large or small, be accredited by July 2028. Currently only 21 of ...Holy smokes! How this smog came all the way from Canada

Smoke from Canadian wildfires is pouring into the U.S. East Coast and Midwest and covering the capitals of both nations in an unhealthy haze. (AP Photo/Julio Cortez)So how did this smoke get here, and can we expect more? A local scientist says they have been impacted by both local weather and broader climate trends.“I’ve lived in Maryland, about 40 years, and this is the worst air quality from a forest fire I’ve ever seen,” University of Maryland atmospheric and oceanic scientist Russell Dickerson told WTOP.The smoke hails from wildfires burning across the western provinces to Quebec. Dickerson told WTOP that these intense fires are hot enough to create their own weather.“The fires are so big and so hot. They generate a special kind of cloud; we call it pyrocumulus. The air, full of smoke, rises up high in the atmosphere, where it has a longer lifetime and can ...49ers ‘ecstatic’ to have Javon Hargrave on their side to bolster pass rush

SANTA CLARA, Calif. (AP) — Trent Williams had seen more than enough of Javon Hargrave in San Francisco’s NFC title game loss at Philadelphia to know what kind of impact he can have as an interior pass rusher. So when the All-Pro tackle found out this offseason that Hargrave was joining the 49ers’ stellar defense, he was overjoyed about the possibilities. “We know what he can do,” Williams said Wednesday. “I was ecstatic that we don’t have to see him on the other sideline again. That guy’s a heck of a playmaker. It sometimes seems unreal that we got a player like that to add to the type of defense we have. But I said it before, I’ll say it again, those guys up in the front office, they work magic. So we add another playmaker, another great player to the defense. I’m just eager to see him this season.”The Niners signed Hargrave to a four-year, $84 million contract this offseason to strengthen an already talented defensive front that featured Defensive Player of the Ye...Puerto Rico enfrenta una “situación peligrosa” tras alcanzar un índice de calor de 125 grados

Against all odds, Mexico’s endangered vaquita porpoise is hanging on in Gulf of California

MEXICO CITY (AP) — Against all odds, the remaining handful of Mexico’s endangered vaquita porpoises are holding on in their only habitat in the Gulf of California, according to a new research expedition report released Wednesday.Experts on the expedition estimate they saw from 10 to 13 of the tiny, shy, elusive porpoises during nearly two weeks of sailing in the gulf last month. That is a similar number to those seen in the last such expedition in 2021. Because they are so small and elusive, many of the sightings through powerful binoculars are categorized as probable or likely. The animals also emit “clicks” that can be heard through acoustic monitoring devices.Experts from Mexico, the conservation group Sea Shepherd and the U.S. National Oceanic and Atmospheric Administration said they sighted at least one and probably two calves, as immature vaquitas are known, raising hopes for the survival of the world’s most endangered marine mammal. They said there may be more vaquitas out the...Steve Bannon subpoenaed in January 6 probe
